Board Meeting

October 23, 2002


Present: Board members - Gene Fitzgibbons, Nick Kourilo, Eric Krasner, William Ballard & Mike Foster. Julie Lancaster from Management.

Called to order at 7:03.

Approval of Minutes – Gene motioned to approve the minutes from the September meeting. Mike second. All in favor.

Approval of Financials – Gene motioned to approve the financials for September. Eric second. All in favor.

Old Business – Flags – Julie purchased the 3 American flags and reported the costs to be $30.00 each for a total of $90.00.

Storm Water Pond – The Board asked Julie to check with Ausherman regarding who owns the storm water ponds at Saw Mill Court and Harpers Way. The fence around the pond at Harpers Way is broken in several places and children are playing around the pond. If the association owns the pond then this may be a liability of the association. If necessary, the Board will hire an attorney to investigate ownership. If Ausherman owns the pond then they must repair the fence and maintain the ground at the ponds. Eric motioned to contact Ausherman to repair the fence and maintain the adjacent grounds at the ponds. William second. All in favor. Nick stated to his knowledge the association does not own the ponds.

Signs – Eric asked Julie if she had contacted Ausherman to remove the promotional sale signs in the community. Julie stated she met with Jim MacGillivray and he made a call to have the signs removed. Julie will contact Ausherman again.

Walk Through letters – Julie is to reinspect the homes that previously were sent letters and send them a second letter giving them 30 days to repair or the association will repair and bill the costs to the owner. Include in the letter for the homeowner to respond when the violations will be corrected.

Sidewalks – Mike presented a new draft regarding the responsibility of sidewalk repairs in the community. Mike suggested a legal opinion. The Board discussed their possible options. Julie is to fax to Nick & Eric the legal opinion letter regarding the sidewalks. Eric motioned to table this item for a year. Gene second. All in favor.

New Business – Snow Removal – Mike motioned to contract with Daydream for the 2002-2003 season. Gene second. All in favor.

Eric proposed and offered to fund for the association to install some type of community bulletin board. The Board discussed possible common areas to install the board. Eric will review types and costs and report back to the Board.

Chuck Kilgore drafted a 2003 budget for the Board to review and approve. Julie told the Board, Matt was unable to attend tonight’s meeting and asked about a possible second meeting to review the proposed budget. The Board stated they did not want to have a second meeting. They would like the budget to be mailed with the annual meeting notice’s to save costs. Gene motioned to approve. Mike second. All in favor. Chuck also suggested to Julie to move $17,000.00 from checking to reserves in the form of a C.D. The Board stated since rates are so low to not move money now.

Open Forum – Eric stated the Ausherman sales sign has not been removed. Julie said she left a message for Barry Weller but will call again.

Gene stated all seven (7) foot fences in the townhouse area have been corrected to six (6) feet.

There is a dead tree in the common area on the side at 225 Harpers Way that needs to be removed. Julie will call Daydream.

Julie told the Board the annual meeting is scheduled for the Wednesday before Thanksgiving and the Board asked Julie to try to change the meeting to Tuesday, November 26th or Wednesday November 20th.

The school has not been reserved for the December meeting. This will be discussed at the November meeting.

Gene stated he believed some water needs to be pumped from the pool. Eric stated he has a pump that can be used. Eric and Gene will pump the water from the pool.

The recent newsletter states Halloween will be observed on October 31st from 6:00 to 8:00 p.m.


A letter was received from a homeowner stating concerns regarding paving, numbering and parking on Harpers Way. The Board asked Julie to write to her and let her know the Board will review her concerns. Eric stated he was told the final paving to most of Harpers Way up to Fieldstone Way will probably occur in Spring 2003 and any renumbering can be done at that time.

Eric stated that in the spring and summer of next year he would like to show movies in the City Park. He stated he has a large number of 16mm films. Eric stated the association would have to get the City’s permission but that would not be a problem. He would need to construct an outdoor screen.
