Board Meeting
March 21, 2001
Meeting called to order at 7:38.
Present: Board members - Lynn Jones, Chuck Kilgore, Mike Foster & Mike Campbell. Julie Lancaster from Management.
Approval of Minutes - Chuck motioned to approve the minutes from the January meeting. Mike Foster second. All in favor.
Approval of Financials - Chuck motioned to approve January & February. Mike Foster second. All in favor. Lynn asked Julie to check on the mature date for the C.D. that states a mature date of 7/00. Chuck stated the association has approximately $20,000.00 in outstanding assessments.
Chuck motioned to send out reminder notices by April 6, 2001 to any homeowner who has an outstanding assessment. If assessment is not paid by April 15, 2001 late charges will be assessed. Lynn second. All in favor.
The homeowner who has not paid in 3 years needs to have an updated lien filed against the property.
Old Business - The board asked Julie to check with Phil Geyer to see if the association has any outstanding web page invoices that need to be paid.
Trash is being sat out 24 to 48 hours before pick-up. The trash should not be sat out until 5:00 p.m. Julie will send letters to the individuals that are sitting their trash out to early. This will also be addressed in the next newsletter.
Owners not cleaning up after their pets continue to be a problem. Julie called the Frederick City Health Department and they faxed a copy of the ordinance addressing this problem. The ordinance states a fine of up to $400.00 may be imposed on the owner for not cleaning up after their pets.
A resident stated concern with pet owners who use the extended leashes. The extended leashes allow the dogs to come into other homeowners yards and some are defecating in neighbors yards.
Lynn motioned to remove the forum section of the web page. Chuck second. All in favor.
There was a discussion regarding extending the hours at the pool to accommodate mothers of young children that desire it to open before noon. Due to the fact the pool is already a large expense to the association the board proposed opening the pool on Tuesdays and Thursday at 10:00 a.m. and close at 6:00 p.m. The remainder of the week will operate the regular hours of 12:00 p.m. to 8:00 p.m. This will be addressed in the next newsletter.
Pastor Price of the Maranatha Church of God, which is the church to be built on Byte Court adjacent to North Crossing, stated he would like to attend an association meeting to introduce him and the church. The church will have a community center where activities will occur and he is encouraging North Crossing residents to use his facility. Lynn stated that some of the associations social club activities may be held there. A resident stated that since there are few homeowners that attend the meetings that perhaps a written article in a newsletter may be more effective. Lynn will contact him regarding this.
Lynn stated there is a parking issue at the townhouses. People are parking along the street and it is difficult for two-way traffic and also for residents backing out of their driveways and parking spots. The streets are public streets and the police told Julie earlier that if they are parked legal and there are no signs indicating no parking we cannot tow them. Lynn stated the board may want to write parking rules and regulations. John Pressel stated the Fire Marshall is another avenue because they need sufficient space to pass. Mike Campbell stated parking is a normal problem with townhouse living. Another resident stated if neighbors felt comfortable maybe they could talk to one another about it bothering them. Lynn stated this should be addressed in a newsletter.
The newsletter should be distributed as soon as possible due to the listing of dates of upcoming events in the community
New Business - Reserve Study - Lynn stated this will be a large project for the association this year. A committee needs to be formed to review the three proposals. Lynn asked Julie to provide sample copies of a reserve study from any of the companies we have proposals from. Chuck stated the reserve study will show two studies with the townhouses separate. The association can use this as a tool to predict the future assessments for both the single family and the townhomes. The study will also show the proper reserves that should be deposited for the association. We must have construction plans from Ausherman since the community is not built out. Chuck stated it may be best to go for the lower price because the study will need to be updated in 3 to 5 years. Chuck stated the committee should call and check references before deciding on a company. There will be a committee meeting at Lynns on April 2nd at 7:30 p.m.
Open Forum - Lynn stated if any board member could not attend a meeting in the future to please contact Julie. There was no quorum for the month of February.
There was a discussion regarding boats, R.V.s, etc. being parked on the street. Julie stated she has contact the city about this before and they stated as long as it is not more that 48 consecutive hours they may park on a city street. Julie will confirm this with the city. Lynn thinks we should try to discourage this. We need to check into this further. See if there is a city ordinance. Mike Campbell stated he believed this was against the association documents. This is only on private property or common property belonging to the association. Lynn stated only Harpers Court, and not Harpers Way, have been dedicated to the city.
Lynn stated that Julie has received complaints about residents still having their Christmas lights installed.
Lynn stated she would like to have the Julys association meeting at the pool and maybe have a potluck dinner. This would also be utilizing the pool area. This could be mentioned in a newsletter closer to the time.
Gene Fitzgibbons will check prices for new bushes and trees for the community. Mike Campbell stated that J H Burton & Son & Granddaughter on Route 26 has some good deals on trees.
Committee Reports - Social Committee - There will be an Easter Egg Hunt on Saturday, April 7th.
The community Yard Sale will be Saturday, June 2nd from 8:00 a.m. until 2:00 p.m. There will be a $3.00 charge for each participant. Rain date will be Saturday, June 16th.
Architectural Committee - John Pressel, Chairperson stated that several of the original committee members have not been attended any meetings since October 2000. There are only five regular participants. Lynn motioned to remove the non-participants of the committee and only be 5 people on the committee. Chuck second. All in favor. The committee members will be Susan Tiedy-Stevenson, John Pressel, Gene Fitzgibbons, Laura Scholte and Angie Toms. If any additional people wish to be on the committee they may be considered as long as the committee has an uneven number. John Pressel will e-mail those no longer participating to let them no they will no longer be on the committee.
John stated the guidelines have been amended to clarify the height of the fences at the townhomes which include a one foot lattice. This will be within the city guidelines.
John stated a fence was approved that sits back only a few feet from the front of the house. This house has a bump out they were trying to accommodate. There is also a similar fence in the community. This resident also had to have his fence changed because Ausherman installed a 7-foot fence originally. This fence was installed in May 2000 and the new guidelines were not written until December 2000 so this may still be enforced in the future. The second fence that was in question was a 6 foot fence installed without the 1 foot of lattice on the top. Lynn stated she believed the fence looks okay. The guidelines do state that all fences in the same row should be the same. This fence was also installed and approved previously to the guidelines written in December 2000.
The Spring walk through will be on Saturday April 21st.
